Colo Lane is the Blacktown CBD car park to use if you will be away from your car for more than 3 hours: the City lists levels 1, 1L and 2L as free all day parking. Warrick Lane is limited to 3 hours on every public level, and it records your entry and exit times with number plate cameras, and fines can be issued for staying beyond 3 hours.

This guide is built from two City of Blacktown pages, Colo Lane car park and Warrick Lane precinct car park, both read on 7 November 2026. Fees are as the City lists them for 2025/26.

Which Blacktown CBD car park is free all day?

Colo Lane has public levels that cost nothing, in two groups. The City describes the car park as sitting in the centre of the Blacktown CBD.

Colo Lane level Use Cost
Level G and Level GL 3 hours public parking Free
Level 1, Level 1L and Level 2L All day public parking Free
Level 2 Tenant reserved parking $139.00 a month or $1,520.00 a year, paid in advance, including GST

What are the opening hours?

Car park Hours
Colo Lane 6am to 10pm, Monday to Sunday; closed on public holidays
Warrick Lane precinct 7am to 11pm every day

The City’s page for Warrick Lane lists no public holiday closure.

How does the 3 hour limit work at Warrick Lane?

The Warrick Lane precinct car park is an underground car park beneath a plaza between Main Street and Yan Willama Road, which the City notes was formerly Warrick Lane. It has lifts and disability access. The City’s page gives the levels as follows.

Level Spaces Use
B1 99 10 disability only spaces; the rest 3 hour parking
B2 127 3 hour parking
B3 127 3 hour parking
B4 129 Reserved for tenants only

Number plate identification equipment records when your car enters and leaves. According to the City, moving to another space does not restart the clock, and neither does driving out and back in while the car stays inside the car park. Fines can be issued for staying beyond 3 hours and for parking illegally, and parking is only permitted in marked spaces. Drivers with a valid Mobility Parking Permit on display may stay longer than 3 hours.

What are the size limits and facilities?

  • Height: vehicles under 2.2 metres.
  • Ground level beside the plaza: 12 spaces, including 6 loading zone spaces and 3 spaces for 30 minute parking.
  • Electric vehicle charging: none yet. The City says electric cables run to 6 spaces on each level, so up to 24 charging points could be added later.
  • Bicycles: the car park is for cars only. The City lists bicycle racks in the CBD, including outside Blacktown Railway Station and Westpoint.
  • Reservations: a space cannot be booked online.
  • Prams: there are no separate parent with pram spaces; all public spaces are open to the general public except disability spaces.

What if the car park is full, or I am still inside at closing time?

At Warrick Lane the City gives a 10 minute grace period if the car park is full when you enter: drive to the exit within that time. If your car is still in the car park after closing, the City says to call 9839 6000, warns that an infringement notice will be issued for a vehicle left after closing, and says a release fee applies to cars let out after hours.

At Colo Lane the after hours release fee is $163.00, including GST. For release, the Civic Centre Security Office is on 5300 6000, and the City gives 1300 133 491 as the number to try if that is unanswered. Infringement notices may be issued for breaches and for illegally parked vehicles.

Can I rent a reserved space?

Colo Lane has tenant reserved spaces on Level 2. The City asks you to send a completed application to council@blacktown.nsw.gov.au, and its Property Services team answers questions about monthly or annual reserved spaces on 5300 6000. At Warrick Lane the City says level 4 is for tenants only and spaces cannot be leased there.

What other parking schemes does the City list?

The City’s “Look up city parking” page lists two more schemes besides the CBD car parks. Neither is for ordinary visitors.

The Blacktown Medical Precinct resident parking permit is a scheme for residents within the Blacktown Medical Precinct near Blacktown Hospital. The City’s page splits it into an overview, an application step and a “using the parking permit” step.

The Overnight Truck Parking page covers long and heavy vehicles. Under the NSW Road Rules, as the City quotes them, a heavy vehicle is one other than a bus that weighs over 4.5 tonnes GVM, and a long vehicle is one other than a bus that is 7.5 metres or longer with any load. In a built-up area such a vehicle must not stop on a road for longer than 1 hour unless it is picking up or dropping off goods, or a sign allows it. The City has put up overnight signs in limited sections of industrial streets only. On those signs, long or heavy vehicles may park from 6pm to 6am Monday to Friday, and at all times on Saturdays and Sundays.

Is there parking for events in Blacktown CBD?
